Homestead
Exclusion? The
Homestead Exclusion is a way to provide real estate property tax relief to
homeowners whose permanent residence is in the participating taxing
jurisdiction, and to eliminate Act 511 taxes such as the occupational tax. What is A

Property is a dwelling used by a property owner as their permanent residence.
No individual can have more than one permanent residence at one time. How do I benefit form
the Homestead Exclusion? The
Homestead Exclusion Law (Act 50) allows school districts to shift the school tax burden from
real property tax to the earned income tax. The Homestead Exclusion is intended to ensure that real estate property
tax reductions benefit the homeowner first. How is The Homestead Exclusion
Determined? The
Homestead Exclusion is determined by
your local school district. The school district may exclude up to 50% of a
median or middle assessed value of all properties whose owners have applied for
exclusion and were determined eligible for the exclusion. When can I apply for the
Homestead or Farmstead Exclusions?
You
must apply for the Homestead or Farmstead Exclusion between December 15th
and March 1st of any year. The Deadline
for filing your application is:
March
1st. Reductions
in real estate taxes will be applied to your subsequent year taxes.
What if I
have a commercial business in my residence? Can I still apply for the Homestead
or Farmstead Exclusion? Yes, but the value of the commercial business would be
excluded from the eligible portion of your residence that would be considered
for the Homestead or Farmstead Exclusion.
How do I
apply for the Homestead Exclusion? To receive a
Farmstead Exclusion for your property, you must make application with the county
assessment office. Applications are available December 15th, at the
Clinton County Assessment Office during normal working hours. Completed
applications must be returned to the assessment office prior to March 1st.
Where do I
apply for the Homestead or Farmstead
Exclusion? Applications
are available at the Clinton County Assessment office during normal working
hours. Anyone interested in making application for the Homestead or Farmstead
Exemption can come to the office and request one. The assessment office is
located in the courthouse at: Clinton
County Courthouse When
making a request for an application, you may be asked to provide proof of
ownership for the property and proof that the dwelling is your permanent
residence. How will I know if my property qualifies for the
exemption? The
Chief Assessor will determine if your property is eligible. If your application
is denied, the Chief Assessor or his designated representative will provide you
with a written notice no later than June 30th. This notice will give
a reason for denial. May I Appeal
the Amount of the Homestead Exclusion? No.
The Homestead or Farmstead Exclusion is determined by the local school district,
municipality who has sole authority to determine if any amount is excluded. If My
Application Is Denied, May I Appeal That Decision?
Yes.
You may appeal the denial of the application or the portion of your property
value allocated to the dwelling exclusion. All
appeals must be made to the Clinton County Board of Assessment & Revision of
Taxes, Appeals Board, and filed with the County Assessment Office on an approved
form. Is There A
Time Period For Filing An Appeal? Yes.
The period for filing an appeal is between July 1st
& September 1st. all appeals will be effective for the following assessment year. If
I Filed A Real Estate Appeal, Does That Apply To The Homestead Exclusion? No. A real
estate appeal is separate from The Homestead – Farmstead appeal. You must file
