Clinton County provides a First Time Homebuyers Closing Cost Assistance Program to promote homeownership opportunities for county residents.

Closing Cost Assistance Program

The objective of this program is to increase homeownership in Clinton County by overcoming obstacles faced by low/moderate income families when purchasing their first home. Families with income below 80% of the median income are eligible for this program. The definition of low and moderate income families is provided by the U.S. Department of Housing and Urban Development (HUD). HUD publishes annually the income levels for Clinton County. As of today the income levels are as follows:

Program Guidelines

The County shall provide closing cost assistance in the form of a 0% deferred loan in an amount sufficient to cover normal closing costs. No property may be considered for the closing cost program unless it meets the following criteria:

  • The home buyer must occupy the property as a principal residence.
  • The property must be a single family residence and in conformity with the Municipal Zoning Ordinance
  • The first time homebuyer is defined as a household that has not owned a home during the past three years.
  • A lien will be placed against the property requiring that the loan be repaid at the time the property is either vacated or sold.
  • The applicant will qualified by the County following a financial interview.
  • The property must be located in a community identified as a Brownfields community.
