ADMINISTRATION
In 1981, Warden Thomas V. Duran, CJM, began his career in corrections in
Montgomery County, Maryland as a Corrections Officer. After twelve years of
service, six of them at the rank of Lieutenant, he became Warden in Clinton
County, Pennsylvania. In 1997, he left Clinton County to become Warden in Adams
County, Pennsylvania. He returned to Clinton County in 2000 and resumed his
position as Warden.
Warden Duran holds a Bachelors Degree from East Stroudsburg University. His
professional memberships include: The American Jail Association, American
Correctional Association, The Pennsylvania Association on Probation, Parole and
Correction, The Fraternal Order of Police, Pennsylvania Prison Wardens
Association and the Community Corrections Association of Pennsylvania.Warden
Duran met the criteria to become a Certified Jail Manager in June, 2007. This
distinction is presented by the American Jail Association after meeting strict
guidelines and successfully passing an examination.
Warden Duran is a forward thinker who strives for professionalism in his
organization. He manages a yearly budget of over two million dollars and has
made Clinton County Corrections a profit making institution.
Deputy Warden Jacqueline K. Motter, CJM, has many years of correctional
experience. She has been employed in Clinton County Corrections since 1991 when
the McElhattan facility opened. A Corrections Officer for two years, she was
then promoted to Lieutenant and finally Deputy Warden in 2000.
Deputy Motter is a graduate of Lock Haven University and the Philadelphia
Institute for Paralegal Training. She is a charter member of the Leadership
Clinton County program and a board member of the Clinton/Lycoming County
Behavioral Services Joinder Board. She attends to all inmate treatment issues.
Deputy Motter is a Certified Jail Manager with the American Jail Association.
